Haven Allahar
Haven has worked for 38 years in Trinidad and Tobago in the area of economic and business development and project planning, serving the Ministry of Planning and Development as a Project Analyst, and the Point Lisas Industrial Port Development Corporation as Divisional Manager, Project Management Services responsible for the development of a natural gas based industrial estate to accommodate steel, ammonia, urea and methanol plants. He was the founding Chief Executive of the Small Business Development Company in 1990, and guided for six years an integrated full service company which provides venture capital, loan guarantees, management training and business information and support services for small and medium enterprises.
Haven was also the first Chief Executive of the Urban Development Corporation in 1995 which he managed for six years. This company provides full project management services for the planning, design and construction of urban facilities such as office buildings, conference facilities, public assembly buildings, civic centres, industrial estates, and other built spaces.
In 2001, Haven started the All-Inclusive Project Development Services Limited with two partners, which company provides land-use and regional development planning; socioeconomic and business development planning; transportation planning and traffic engineering; and project development and management services to private and public sector clients.
Haven educational background includes undergraduate qualifications in Economics (UWI) and in Business Administration (Ryerson U), and a graduate degree in Management specializing in Organizational Leadership (American PU). Haven obtained specialized professional training in three areas: Industrial Project Planning and Management Bradford U); the Preparation of Industrial Feasibility Studies and Project Financing, Central School of Planning and Statistics, Poland; and Small Business Development, Washington, USA.
Haven’s tertiary teaching experience extends to the Entrepreneurship elective in the Executive Masters in Business Administration programmes at the Lok Jack Graduate School of Business, St Augustine (1992 to the present), and the Cave Hill School of Business, Barbados (1998-2007) University of the West Indies. Haven published the text, Cases in Business Plan Development for use in the entrepreneurship course, and contributed an article on Trinidad and Tobago’s credit guarantee programme to the international referred journal, Small Enterprise Development. Haven has also been a regular contributor since 1995 to the Guardian Life Insurance Company Business View column in the Newsday Business Day.
